Victoria LaBillois is a Mi’gmaq entrepreneur from Listuguj in Gespe’gewa’gi recognized for advancing Indigenous business, governance, and economic reconciliation. VICTORIA LABILLOIS BIOGRAPHY
Victoria LaBillois is a Mi’gmaq entrepreneur from Listuguj in Gespe’gewa’gi whose career reflects the intersection of business, governance, and economic reconciliation. Victoria LaBillois holds a Bachelor of Arts in political science and a Master of Business Administration from the University of New Brunswick, where she graduated with the E.D. Maher Graduate Student Prize for top academic achievement. She also studied at the Université Canadienne en France and is licensed as a contractor with the Régie du bâtiment du Québec.
Victoria LaBillois has contributed across First Nation, regional, and national levels of public service. She currently serves as Vice-Chair of the National Indigenous Economic Development Board, where Victoria LaBillois participated in developing Canada’s first National Indigenous Economic Strategy. She is also the first Indigenous person appointed to the board of Hydro Québec, advancing Indigenous representation in major institutions.
Her leadership has been recognized nationally and internationally. Victoria LaBillois is a 2024 Indspire Award laureate in Business and Commerce, recipient of the King Charles III Coronation Medal for service to community, and a two-time honouree on the Women’s Executive Network list of Canada’s Top 100 Most Powerful Women. She has also been inducted into the University of New Brunswick Faculty of Management Wall of Fame and received the Faculty of Management Certificate of Achievement.
Victoria LaBillois is a serial entrepreneur who has advanced equity in hiring, created meaningful employment opportunities, and strengthened regional economies. Victoria LaBillois co-chaired the Canadian Construction Association, where she guided the development of the Aboriginal Engagement Guide for SMEs. In 2011 Victoria LaBillois founded an excavation company to enable her community to participate in wind park development projects. In 2016 Victoria LaBillois co-founded a construction business., expanding into construction and infrastructure. Through these businesses she trained and engaged more than 100 Mi’gmaq tradespeople in the construction of a major wind park in Gaspésie, demonstrating her commitment to creating opportunities that combine industry growth with community impact.
Mentorship, education, and cultural revitalization are central to the work of Victoria LaBillois. She has served as a mentor through the Coady Institute’s Indigenous Women in Community Leadership program and New Brunswick’s JEDI Aboriginal Business Accelerator. Victoria LaBillois teaches financial literacy to Indigenous youth in her community and helped develop Money Smarts, a video game that introduces the fundamentals of money management. She is fluent in English and French and is learning Mi’gmaq, and she is a founding member of Pugwales’g, a women’s hand-drum group that preserves ancestral songs.
Victoria LaBillois is also a respected public speaker, moderator, and master of ceremonies. She has presented nationally and internationally, including at the Māori Women Entrepreneurs forum in New Zealand, Start-Up Canada, the Indigenous Women Leadership Summit, and the Canadian Council of Forest Ministers. In 2018, Victoria LaBillois moderated the Peace and Friendship Leadership Dialogue between Mi’gmaq and Wolastoqiyik Chiefs and federal and provincial ministers, advancing dialogue on reconciling and collaboration.

She serves on multiple boards, leads construction and resource firms, and provides expertise in advancing reconciliation and economic participation.
