HON. JUDGE MARION BULLER BIOGRAPHY
The Honourable Dr. Marion Buller C.M., is a member of the Mistawasis Nehiyawak, a Cree First Nation in Saskatchewan. Hon. Marion Buller made history as the initial First Nation woman appointed as a judge in British Columbia and later as the Chief Commissioner of the National Inquiry into Missing and Murdered Indigenous Women and Girls.
Hon. Marion Buller received her BA in Anthropology in 1975 from the University of Victoria and later, in 1987, her LLB. Hon. Marion Buller launched her career in law, distinguishing herself in the fields of Indigenous and human rights and criminal law. Hon. Marion Buller worked as a civil and criminal lawyer in British Columbia from 1988 to 1994. During this time, Hon. Marion Buller also wrote and lectured extensively on Indigenous issues, human rights, and criminal and family law.
In 1994, her career took a leap when Hon. Buller was appointed to the Provincial Court bench, a historic moment that saw her become the initial First Nation woman in British Columbia appointed as a judge.
An instrumental figure in the legal community, Hon. Marion Buller established the First Nations Courts of British Columbia in 2006 and provided the foundation for the Aboriginal Family Healing Court in 2016. Hon. Marion Buller is recognized for her innovative and restorative justice approaches and her advocacy for Indigenous populations within the Canadian justice system.
As a lawyer and then as a judge, Hon. Marion Buller held prominent positions such as Director and President of the Indigenous Bar Association and served as Director of several legal and law enforcement organizations in B.C. Hon. Marion Buller was the Commission Counsel for the Caribou-Chilcotin Justice Inquiry, one of the early inquiries into the relationship between Indigenous people and Canadian justice system. Hon. Marion Buller also published crucial reports and articles dealing with Aboriginal rights and legal services for Indigenous people in BC.
In September 2016, Hon. Marion Buller became the Chief Commissioner for the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG). The National Inquiry’s final report, Reclaiming Power and Place, was released in June 2019. This report dissected the systemic causes of violence against Indigenous women, girls, and 2SLGBTQQIA people in Canada. The Commissioners powerfully concluded that the violence against Indigenous women, girls and 2SLGBTQQIA people was “deliberate, race, identity, and gender-based genocide.”
Throughout her career, Hon. Marion Buller has been recognized with several prestigious accolades. Hon. Marion Buller received the Distinguished Alumni Award from the University of Victoria Faculty of Social Science, and Maclean’s included her in their list of six individuals who might influence policy in the Trudeau government. Hon. Marion Buller also received the Vancouver YWCA’s first Woman of Distinction Award for Reconciliation in Action.
Her other recognitions include the Queen’s Golden Jubilee, the Diamond Jubilee Medal, the Mothers Matter Award, and the Rosemary Brown Award for Women. In 2021, Hon. Marion Buller was granted an Honorary Doctor of Laws degree by Thompson Rivers University. The following year, in 2022, Hon. Marion Buller received one of the highest honors in the country when Hon. Marion Buller was appointed to the Order of Canada. Further cementing her remarkable career, Hon. Buller was granted an additional Honorary Doctor of Laws degree by Lakehead University in 2023.
As of today, Hon. Marion Buller continues to be a prominent figure in Canada, demonstrating unparalleled leadership and commitment to reconciliation, nation-building, and Indigenous and human rights. In addition to being the Chancellor of the University of Victoria, Hon. Marion Buller maintains a part-time law practice and continues to lecture, both nationally and internationally.
