DR. DANIEL BEAR BIOGRAPHY
Dr. Daniel Bear is a drug policy expert with nearly 20 years of experience studying how we use drugs, why we use drugs, and how we regulate drugs. His research spans many areas of drugs policy and Dr. Bear has done everything from working alongside terminally ill patients as they grew an acre of medical cannabis, to spending a year alongside police in London as they raided cannabis grow ops.
Throughout his research Dr. Bear has looked not just at drugs themselves but how responses to drug issues impact both the targeted groups and the organizations and agents tasked with implementing the responses. In his published work for academic journals, appearances on radio, and television, and in op/ed pieces, Dr. Daniel Bear manages to make a very complex topic accessible to all.
Dr. Daniel Bear has a Ph.D. and MSc in Social Policy from The London School of Economics and Political Science, where he studied what drove street-level policing of drugs and the resulting impact on communities of colour. Dr. Bear earned his BA in Sociology from the University of California at Santa Cruz.
He has held positions with the American Civil Liberties Union and the Ontario Ministry of the Attorney General and sat on advisory committees of the British Society of Criminology and the Drug Policy Alliance. He has consulted on criminal justice reform issues for the UK’s Ministry of Justice, the BBC, and several non-profit organizations.
Dr. Daniel Bear is currently a Professor in the Faculty of Social and Community Services at Humber College in Toronto where he leads nationally-funded research examining how to better engage young people with public health information about drugs.

hitting targets but missing the point
- Virtual PresentationKeynote PresentationWorkshop SessionHalf Day TrainingFull Day Training
What is key to Key Performance Indicators (KPIs)? It’s making sure your targets get you to your goals. Every organization needs to ensure that they are not just obtaining valid measurements, but that those measurements measure both what the organization actually does and what it needs to know about itself. Sometimes the things organizations measure actually push employees away from the organization’s goals. With Dr. Daniel Bear’s help you’ll hit your targets.
This talk starts by examining how performance management has been incorporated into new fields and set the idea for managing staff. It then explores examples of goals and performance indicators not being in alignment. Finally, it asks what you measure in your organization and what activity those measurements engender.
Target Audience: Managers, Public Sector, Business. Delivery format: Half-day workshop, 60-90 minute talk
